Check if a house ingress occurs between two Julian Dates.
Parameters
- body: CelestialBody
  Celestial body to check
- houseCusps: number[]
  Array of 12 house cusp longitudes
- startJD: number
  Start of time window
- endJD: number
  End of time window
Returns HouseIngress | null
HouseIngress with timing info if found, null otherwise
